Right. A fair start that obviously shows some reading of Nepleslian background. But there are flaws, as is to be expected. I'm not your GM and the only issue I'm concerned with is your background since you don't seem to be aware of a lot of the more nitty-gritty. Though, you've opened a rather large can of worms.

Basically there's two problems - 1) Your timeline is off and 2) you need to explain where all of the normal prejudice and animosity present in Nepleslian society (and its military) towards the YSE and the SAoY has gone.
Short Version:

- Nepleslia not independent until YE 28
- Nepleslians hate the YSE and SAoY
- Military members hate them even more
- Nekos are banned from Nepleslia
- Nepleslia won't be very happy with you joining the YSE
Long version:
Star Military of the Democratic Imperium of Nepleslia ... Yosmet was created in YE2
The Star Military of the Democratic Imperium of Nepleslia (SMDIoN) did not exist in YE2. Nepleslia was not an independent faction in YE2. When Nepleslia achieved independence in YE28, its military was the Star Army of Nepleslia (SAoN). Following the outbreak of Civil War in between the Reds and Greens and subsequent Greens victory in YE 30, Nepleslia became the DIoN and the SAoN became the SMDIoN.

Within recent living memory, Nepleslia has achieved its independence and fought a vicious civil war over its identity (whether to be pro-YSE or anti-YSE). The anti-YSE faction triumphed and all current personnel are expected to know that the SMDIoN does not view the SAoY as an ally. Most Nepleslians who chose to join the independence movement would not willingly go back to what they considered an oppressive tyranny.

This, then, makes it highly unlikely for your character to have no qualms about serving Yamatai. If he were a Red or former Red, he just couldn't have ever served in the Star Military but he could have run away to the YSE. If he were a former SMDIoN member now serving in the SAoY, the reactions would be very mixed. Politically, Nepleslia would not stop him but at the same time, the military and, especially, the IPG would probably have him blacklisted since some of them would not take kindly to a Marine joining the Cats. As you can see here, we have specific training on how to kill Cats and the uniform there isn't NMX, it's SAOY (though I suspect its because the author preferred that picture). And the SAOY accepting a possible double agent is another thing to consider. The IPG have already begun sending out feelers into the other empires to re-establish former intelligence networks.

Where was he approached? Nekos are denied entry into Nepleslian space. Their presence is illegal and any found are deported immediately. Nepleslians, as a society, are extremely racist towards Nekos and the military even more so, after having waged war against NMX Nekos for the better part of a decade. From the military's standpoint, the two Mishhu wars are the fault of the YSE.

This needs work to iron out the Whys and Wherefores. As it stands, its a very contradictory picture to the established norm. Minus the Neko part, it would make a fair Nepleslian starting bio. But with the intended service to Yamatai and meeting with Nekos, you will need justification or modification to explain why the regular prejudices do not apply. As acting-FM for Nepleslia, I need these contradictions either fixed or explained in greater depth. As a side note, combat pay bonuses and GM rewards mean that our people make more $$ than the average Yamataian soldier. With combat bonus pay, a Marine could make equal or more than the equivalent Yamataian rank. If they achieved Elite status, without combat bonus pay, they would make more cash. So if your fellow is complaining about cash, he clearly was doing something wrong.

Still sounds implausible but I have no actual objection to it.
