Something tells me you can't have dual-citizenship. That's a start.

"Dual citizenship will not be permitted, however" (Uesu Decree 16 Article 1).

Edit: On second look I relised I asked as stupid question. I should rephrase that as: 'where would one apply for citizenship now that there is no immigration board? The star army communications network? or elsewhere?'

It might be possible to have dual citizenship since this is only with Nepleslia. But if Yamatai's like Japan ... *insert "ders" here*
And I'll second Uso's question and add another -- planetary citizenship works like state citizenship, right? I'm a citizen of Kohana, but outside the YSE I'm a citizen of the Empire, for example.
