Work on Nishitama City was completed today, as a stop-gap measure to provide more housing and work possibilities for the multitudes of soldiers who have been displaced both by the return of POWs and the downsizing of SAoY fleets by Empress Ketsurui Himiko.
This measure, however, is not an Army effort, but the work of a single financial benefactor, Kage Yaichiro, who happens to he an SAoY Shosa who earned his fortune as a hardware designer for KFY and MFY.
It has been stated that former SAoY military personnel will be considered first among the jobs and living arrangements, as the 20,000 person capacity pales in comparison to the actual number of displaced. When asked why, the officer replied:
There is some concern over the existence of a privately owned city, and it is unknown what representation the residents would have in government, but some would consider those problems minuscule when compared to not having a place to sleep at night.
Kage-Shosa has expressed interest in continuing the program if successful, buying up other colony ships. Unfortunately, the market for civilian colony ships up to this point has been practically non-existent.

Nishitama City is an effort not only to be a place to go for those without homes, but also a place to work. It is also a temporary site for people to live while they pursue other options in residence. Nishitama welcomes permanent residents if they grow to love the city, but if it is possible for a resident to secure alternative housing and employment, they are asked to do so if they are not attached to the city. This allows someone in greater need to have a place to stay."
