What are the current rules for established players creating new characters who are ranked above the starting defaults? You used to be able to create a character with a rank on par with your highest-ranked character, but I can't find that statement in any of the CCGs anymore. The player's rights page still mentions it in the case of characters permanently dying.
Characters can start as Santo Hei (normal) or Shoi Kohosei (on request) in the Star Army and you can submit characters equal to what you already played but an equal rank is only guaranteed if it's a replacement for a dead character. All SAoY ranks are subject to my discretion. Admirals and captains are subject to OOC responsibilities such as GMing and fleet management.

A site I am on based on the military actually runs a thing called the "Tier System"
Every rank fits into a tier, ranging from Tier 0 ((Civilians)) to Tier 7 ((Major Political Leaders))
When creating the character of such a rank, one must first have staff sponsorship depending on the tier, and meet a certain level of length capability ((You are literally running the show at higher ranks)) as well as your ability to accomplish staff goals in an effective way. You must also demonstrate that you know the faction you are trying to play well enough so as to not make any stupid mistakes.
I like it. I will probably utilize something of the sort with my faction personally, given I have so few ranks as it is. 14 in total. I don't want someone running around with something expensive of mine I don't trust.
I don't see the point, the 'tier system' suggestion just seems to add an extra step to the process without changing anything. Ranks already have these requirements, responsibilities, and expectations tied to them. If it's for your own faction, you can handle it your own way, anyway.
