Do Minor Edits to approved technology need to be reapproved?
Such as adding a deck layout or bathrooms?

Minor changes to the interior do not, but any new technology that could affect combat (scanners, armor, weapons, power systems, etc) should.

I would certaintly hope you wouldn't need to resubmit technology for reapproval just to put in a bathroom. (Which probably should be there in the first place. :? )

Negative, it had a bathroom. I'm positive, its the first thing I design when I write an interior.
