Do Standard Civilian Vehicles Need to be Submitted as Tech?

A little off the wall question, but do standard vehicles used by civilians in the same way we use economy cars today need to be submitted as tech for a faction/species? Or is it just the models used by military/peacekeeping forces that should be submitted?

Generic conventional ground vehicles do not have to have an article to be used in the RP, but any specific model of vehicle (civilian or otherwise) does.
