It is important that the Empress of Yamatai act in a way that honors her position. Because of this, the Empress should observe proper protocol and be conscious of the will of her people. She may be Empress but she is also a citizen of Yamatai.

Traditionally, the ruler of a country is the example and exemplar of the traditions and customs of the country they rule, if they are a good ruler. They do, after all, represent their country to the rest of the world.
