Eikan-class Heavy Cruiser

I still think the SP is too high for its small size. I have a hard time believing this vessel is only a single class below ships like the Tolchok or Nariel.
 
I already reduced it once. The ship was supposed to be a battleship at first but Fred and I decided that it was too small for a battleship rating. The heavy cruiser rating, however, works for this and I don't really want to change it.
 
It's been a full 24 hours and all objections have been addressed...
