This is solely the replacement of six Type 31 Lifeform Detection Systems with six Type 34 Interior Sensor Systems. This would give the YSS Sakura II more enhanced internal ship-wide detection capabilities. This was actually intended for the ship to have to begin with, but the upgrade was not complete as of the time of the YSS Sakura II's approval.
While extremely minor and apparently up to the individual ship commander to install, I understand all technical changes must be run through here, no matter how miniscule.
