Okay, lets do this.
Officially, the Nepleslian National Security Office strictly observes, monitors, and reports corruption and similar activities among Nepleslian political offices, the military, law enforcement, and citizens. If they wish to act on it they have no direct-action capabilities and instead, they must either pass on their information to the IPG for their teams, or second over members of a local police precinct. This is what the public has been told, anyways.
The Field Enforcement Division of the NNSO does much more. They are a secretive and highly specialized branch of agents. Their missions can vary from hostage rescue and saving Nepleslian citizens, to conducting raids on organized crime syndicates and HVT capture/kill strikes. The plot would focus on a Field Team of the FED. Specifically on FT6. And as I said, throughout missions the team could be charged with any number of things from covertly tailing a possible target, to defusing an aether warhead, or needing to try and capture a hostile target.
As far as characters go, either existing ones or new characters would both be welcomed. The only note is that existing characters who are currently members of, say, the Nepleslian Marines, would need to have left the Marines to become a member of the Field Team. The NNSO is a civilian agency and likes to keep its agents that way as well (ICly, they don't want agents holding titles or offices that could potentially conflict with their duties as an NNSO agent).
And for those wondering about how the NNSO overlaps with the IPG, that is intentional. It can create an interesting point of tension between the military and civilian sides of the Nepleslian government, specifically between the IPG and this new agency, but elsewhere as well.
