Ok, there is really nothing wrong with the article, and art isn't required for this kind of thing, but seriously you need to find a way to break it up a little bit.
Logos/emblems/badges for the various departments of government would be a nice way to break this up a little.
Grouping up the article differently would also help, like putting food, education, industry, ect all under city development or splitting things up sim city style with Residential, Industrial, and Commercial categories to put things under.
