Summary
Note here if any serious issues are present. These are the issues that will hold up approval.

Help me understand these:

Scrambler - Is there a reason this thing can block 'all' frequencies? Because the Garts are a new race, they technically shouldn't know 'every' frequency out there.

Mimic - This is also a bit of a problem. I don't see how the Garts can break an encryption method, even with a computer, in less than a few hours (max, as stated on the wiki page) since some encryption methods used by the factions here would actually take much longer, there are also different forms of encryption and it shouldn't be possible to break 'every' form out there. And worse yet, being able to 'completely drown out' a signal leads this to being a bit overpowered in my eyes.

Thank you for making those changes Ira.

If no tech mods post with any problems, then I'll approve of this noon tomorrow.
