Ok, why does a defensive weapon fire at .5c. Sand at that speed is pretty darn offensive.
You seem to contradict yourself,

ferroious sands with iron particulates suspended in a silicon matrix
So which is it. silicon or ferrous btw you misspelled ferrous
I'm also a little concerned with the name, since it is so close to Sandcasters, a sand based anti-laser system from the Traveller RPG.
can encompass an area of a kilometer to hundreds <- really vague. need some sort of specifications. How much area can a canister realistically cover in an effective concentration. After all, you would not deploy it in an non-effective concentration.

Ok, first to avoid the issue of the Traveller term, can we rename this Sand Cannons which is really what you are talking about.
Next there is a problem, the sand is propelled by mass driver effect. When it is ejected, in space it will not become a cloud, it will stay in the shape of the barrel and be a compressed mass of sand. Visually it would look like a sand disk flying at high speed.
If you are wanting to get the cloud you need to fire this stuff and then have something disperse it.
Similar to the Ke-T8-W3103L Laser Refracting Cloud (Duster)

Over all this is looking very good, but... I don't know about being able to install a mass driver device that is capable of relativistic speeds on to a fighter.
Mass drivers require volume, the barrel for the stuff to be propelled.
