Meant to bridge the rank gaps in 4th Fleet and take overall command of the Fleet Marine Force. Not meant to directly lead the PC squad, only to the overall ground commander and coordinator. And a GM tool to move the plot along if the PC NCOs are slow or about to make a huge, grievous and extremely unwise decision (like running around the ship drunk and without clothes on).
Having the ship's captain or the Admiral send orders to individual squads is becoming a bit of a hassle when enemy warships are vying for their attention.
