I suggest warrant officer too.

If the character shows an genuine capacity to lead, then, she should go up to officer ranks fairly quickly.

Older characters like Yuuko Sakai are also stuck with no officer rank due to, well, incapability to lead people right or too many screw ups.
 
Going with the Itto Juni rank, we'll let the IC developments move her as needed. I'll post her inventory soon.
