Huh? There was never a relationship between skirt length and rank in the Star Army. Taisho wore the same skirts as Santo heis, even during the period where long skirts were authorized.Kind of like the Yamataian skirts were originally, the length of the mantle would denote rank or station.

Since Nepleslia is all over green, what about yellow or gold as the "primary" color?Doshii Jun: A lot of color schemes are used already ... But Morioka was find of gold and green, if I recall.
Legix: Two colors Nepleslia utilizes via the Peacekeeper Corps and its main mil. But I guess they were wanting to secure a bunch of Jiyuuians from Yamatai and Nep space.
Legix: I think they'd be better off taking red. Only one nation/group that really has a color overlap with that. And red is more stylish/striking than green.
Talarn: All red?
Legix: Though I think the Ersetu main forces might use red, now that I'm thinking of it
Navian: We don't have any context, but assuming nothing, I can always suggest ultra-reflective silver. My first thought was black with stars on it, but that's because it was originally going to be called Black Stars or something.
Legix: I'd rather them not wear black, personally. But that's because there's been some odd posturing that seems to be moving the Blacks out of Nepleslia, such as them setting up some oddball base well-outside of Nepleslian space in some uncontrolled system. Don't need them to wear black and suddenly have a method of which to pull the Blacks off/out from Nepleslia entirely. There have been more absurd things in the past.
Legix: Silver with red accents, however, could be a good direction to go.
Don't the squids have that on call?
