How Do I Nominate For IC Awards?

How would one soldier nominate another soldier/officer ICly for awards, and which awards can be nominated by soldiers?

I've been reading, and have seen how one RECIEVES awards, but not how a soldier would nominate another soldier or officer for them...have I missed something in the thread?
