[HSC] Acco Rotyka (Coil Cannon)

Very solid weapon submission, Approved.

Feel free to bump the DR up a level or two. DR 2 seems kinda underpowered but if that is what you want then keep it.
 
Bumped it by 1. Don't want it to be on par with with main weapons.
