I probably would have started with a drone-rocket-container thing the first time around but pod-ing stuff as a concept needed to get approved first. The next step to build up on that is to make the entire container a small tug (since that's basically what it is anyways). There are a lot of things you can do with this, but for now its just a tug.
As for the high speed, its justified by this being 'unarmored' and high tech. Its also got twice the number of engines used on the U-1 and carries basically no payload. On whatever ship this gets attached to you'd end up using the ship's speed since adding all that mass would slow it down, the idea isn't to use this to boost other ships up to .45c, just that its a tug with a lot of engines for pushing heavy things.
