Subject: Friendly Fire Incident

After having seen the footage regarding the incident that caused Nito-Hei Hoshitomo Rin to discharge her Type 30 Nekovalkyrja Service Pistol at Nito-Hei Nekki Shin, I have written a report both as you have requested, and to discern the cause behind the incident. Below the report are my personal opinions on the matter.

A few hours after having returned to the Senbu, I went down to the medical bay where some members of Pride Wing were gathered. While there, Nekki-Hei and Hoshitomo-Hei had some interaction, though none of it in it of itself was indicitive of the events that would soon unfold. I believed at the time that Hoshitomo-Hei might have developed a certain affection for Nekki-Hei, and Nekki-Hei's comments and attentions toward Hoshitomo-Hei left no doubt in my mind that he had feelings toward Hoshitomo-Hei. The matter was discussed briefly between myself and Saiga-Taii who had joined us later on. The conversations among the members of the wing proceeded as normal for a little while with a few members arriving and leaving as necessary.

Due to some unwise comments and attitudes that I had displayed during my conversation with Saiga-Taii, I was made unavailable while Saiga-Tai disciplined me for my comments. After reviewing the footage however, Hoshitomo-Hei left shortly after I did, allowing Nekki-Hei to return to his rest.

After my discussion with Saiga-Taii however, we went to the enlisted lounge, where we sat and talked with Sakiyurai-Hei and Ushimo-Hei. Shortly thereafter Nekki-Hei and Ishida-Hei joined us. It was during that time where Nekki-Hei confessed his feelings concerning his affection for Hoshitomo-Hei. At the time he was discussing how he wasn't going to alert Hoshitomo-Hei about his feelings, after which I encouraged him to do so. After which he went to talk with Hoshitomo-Hei.

The rest of the meal went relatively uneventfully until Saiga-Taii left. Shortly after his departure I realized that he had forgotten his Bentobag, and ran to catch up to him to give it back. We had just started another discussion when the alarms went off. I knew that Shin had gone to deck 19, which MEGAMI had informed us was the deck that the NSP discharge had occurred on. I telepathically messaged both Nekki-Hei and Hoshitomo-Hei believing it likely that they were together by this point.

Hoshitomo-Hei was the only one to respond, and in her response she indicated that she had to disable Nekki-Hei to both protect himself as well as herself. At the time I didn't know what had occured so I was slightly confused.

When we arrived at the scene, Nekki-Hei was slumped against the elevator, and Hoshitomo-Hei was surrounded by security personnel, standing at attention. When I approached her she willingly surrendered her weapon, which was set to stun, and she did not resist arrest. As per Saiga-Taii's orders I escorted Hoshitomo-Hei to the brig before reporting to your office.

It is my opinion that this incident was caused by actions that I had taken. Nekki-Hei would not have likely approached Hoshitomo-Hei to have confessed his love for her, and when rejected, not have tried to coerce Hoshitomo-Hei into taking his life, causing her to have to stun him instead. Had I been thinking responsably, I would have allowed Nekki-Hei to have dealt with this in whatever method he did, but instead I took matters into my own hands. The failure is my own in this situation. Hoshitomo-Hei was acting in both defense of self and the defense of Nekki-Hei when she stunned him. My only comment is that she should have called appropriate personnel instead of taking matters into her own hands.

Nekki-Hei is another story however. He clearly was unable to handle the concept that Hoshitomo-Hei was not willing to proceed in such a relationship, and in an attempt to either show her his level of desire or perhaps because he couldn't accept it, he attempted to take his own life. I believe that Nekki-Hei needs counseling concerning this matter as well as other factors that possibly lead to this. However, I do not recommend myself as his counselor as I am clearly no longer capable of seperating my personal feelings from my job.

This was a result of my shortcoming Endo-Shosa, and I believe that I should be held more responsable than either of the two involved crewman.
