To the Diplomatic Imperium of Nepleslia,

It is with great urgency that we, the Abwehran Star Empire, seek a meeting with an ambassador of your great nation. Though it is an honor to finally seek diplomatic ties with you, it is also unfortunate that the reason for our need to meet doesn't come without price.

While one of our civilian transports was illegally visiting the world of Khorovarolor, an illness native to our homeworld was spread to the local inhabitance. The resulting mutation has created an pandemic that is even lethal to our species as well as members of the Local Khorovarans and possibly Nepleslians.

Our current medical technology is unable to find a cure for this ailment, which requires us to turn to you and your advanced medical technology to aid the poor inhabitants of Khorovarolor. We would be greatly appreciative if you can assist us in relief and/or quarantine efforts of this world.

We are also sending a diplomatic team to your great nation in order to better relations and possible open trade routes. This would not only better aid the transportation of relief efforts to Khorovarolor, but also benefit both our nations as we open trade between each other.

The HMS Fokker will arrive on the borders of your territory limit in one of your standard days. If you would please provide her with permission to enter and travel to your great capital world, it would help us immensely.

"My fellow senators, I'm afraid we must put our discussions of military on hold for a moment. After all this suffering we've been through, the last thing I want the Nepleslian people to hear is the word "pandemic..." a fancy word for plague.

If we believe what we read here, this situation could prove highly dangerous. I am torn on what we should do. To send aid is to endanger our own people, but to ignore it is to condemn those who suffer.

What say you senators?"
 
Haytham sighed and glanced at the numbers. It was like a history lesson, only the plague was not instantly lethal and the danger of infection would exist beyond the initial death toll. Decisive actions would have to be undertaken to prevent another great loss of life by the Nepleslian people. Typing away furiously, the Fortunian Senator sent his recommendations to a viewscreen and to his fellow Senators' DataJockeys.

Suggested Temporary Measures:
  • Keep this under wraps for now, though high-ranking officials of all relevant governmental bodies, such as police, medical facilities, emergency response and the military may be informed.
  • All ships entering the Core Worlds must allow for a quarantine and inspection at Delsauria, while Nepleslia Prime will function similarly for all traffic coming from outside the Expanse.
  • Ships passing from one Nepleslian sector to another must show high level validation to bypass quarantine regulations. If the disease spreads to any of our worlds, this is immediately abolished.
  • We should begin stockpiling medical resources to deal with a worse possible scenario on all heavily inhabited Nepleslian worlds.
  • Begin training of volunteer EMT's in high-risk communities. Advise caution. Anything too large may raise unrest or suspicion.

"I'll allow my fellow senators to give their opinions and suggest their own revisions to my document before I comment." Haytham said, crossing his arms and reclining in his seat.
 
Calero read over his colleague's suggestions and nodded with approval.

"I agree with all the measures posted here. This, however, brings us to receiving the Abwehrans when they arrive. If something of this magnitude happened to Nerimians, then it could also happen to us.

"If the people of the Imperium ever found that we allowed a race carrying a disease that has killed billions in only several weeks to bring a starship above the most densely populated planet in Galaxy, well, let's just say I'd like to avoid the press conference circuit for a while after that. Meeting them above Nepleslia herself is simply unacceptable.

"Also, I can't say I am comfortable with a race who, after one of their trade ships just started a planet-wide plague, asks to be allowed into orbit above our capital to organize new trade routes."
 
"I have never heard of the Abwehrans," Edward said, looking over the proposal.

"I suggest that the FIRST thing we do, before we start deciding how to go about this, is to find out just whom we are dealing with. From the positions this transmission came from, it looks as though it came from near Yamataian space. I suggest we ask Yamatai and others around that area if they have ever dealt with the Abwehrans, and if they can be trusted. I would hate to find out too late that we've been aiding a privateer nation or somesuch rubbish."
 
"I entirely agree with what this suggestion from Senator Quezzil." Michael said politely, "However, we must take caution, lest these Abwehrans bring down death and destruction on us all. I do not wish to seem so paranoid, but based on our passed experiences with plagues, I hope you all understand. I am all for aiding these people, but the health and safety of our own people should take precedence in our decision." After saying his piece, the senator from Hope awaited discussion from the other senators.
 
"It's no paranoia, senator," Edward replied. "It's common sense. As a nation, we do not just simply extend our hand to give a gift, not knowing if we are giving it to welcoming, needy arms or ravenous, greedy jaws."
 
"For once.... I agree with Mr. Vanderhuge." Drake rested his chin on one of his armored hands. "The humanitary answer would be to help... but that's not what we do. Though I know a bit about them, we do need to look further into what they are. Are we going to piss off Yamatai or any other trigger happy faction by doing this? It's a question that needs to be answered." Regnier leaned back slightly, his eyes dimming a little for some reason. "And this may sound callous of me, but... what's in it for us? What do we gain for the resources we would spend on doing this? Other than their offered trade routes, I mean. Which makes me wonder, if they've known about us for as long as they have, why have they not tried to open trade routes earlier? It's not like they didn't have the means to contact us or anything."

"Yes, I am a bit suspicious about them. I do not doubt the trouble they say they are in, but we can't just jump to the aid of any child that stubs their toe, so to speak." Yes, he was belittling the situation some, but that was the way he was.
 
"I'd just like to note that my suggestions were in relation to the pandemic on Khorsovarolor, not to the Abwehrans themselves." Haytham said, before taking a small sip of water. "And we can't assume that they didn't contact us earlier because they didn't want to. It might have been that they simply couldn't, or any number of other reasons."

"At any rate, I suggest we meet them in a neutral zone like the UOC, or Pisces. It would also probably be for the best if we coordinate our meeting with that of one of our neighbors, to save time and effort with this."
 
Davis nodded.

"I completely agree with not having any of their diplomatic vessels in our territory for the time being. The risk is simply too great to admit entrance for their ship if this pandemic is able to infect Nepleslians. Pisces Station is a good place to meet. We've been there before and it's a reasonable location to redirect our visitors without seeming arrogant or frightened."
 
"Plus, we already have one wing of the station quarantined and designated for them," Ambassador Rufus chimed in. "It makes better sense to have all meet at the same place, although personally I am suspicious they want person to person contact so badly. Hell, they're trying to meet the commander of our relief forces in person too, even at the same time as they enter our space. We need to be careful."
 
"Now we only have to decide who to send to the station to meet with them." Haytham sighed, taking another sip of his water. He ran one of his hands through his hair before resting it on the table in front of him. "I'd like to be one of the senators dispatched there for the diplomatic encounter, if there are no objections."

"I don't mind going to Pisces myself, and I'm a little curious about just who these Abwehrans are."
