The character was already approved for NPC usage within the Neshaten alone (Without official approval), but I figured since she, at the request of Kyle, could show up at the IRC due to being Vas'Sumera Yume'na's best friend, as well as one of her most trusted diplomats I figured I should go ahead and submit her 'officialy'. Just in case.
Reason I tag Wes in this as well is due to the fact I don't want any confusion on the matter if I post along side Kyle sometime in the future. Though this is just a precaution there's no guarantee that she will show up.
