Any laws that govern the creation of small quantities of non-military based nekos by civilian geneticists?

Nekovalkyrja are a restricted technology under Imperial Decree 10 issued by Her Imperial Majesty, and may only be produced by selected entities:

• The YSE Government
• The Star Army of Yamatai
• Ketsurui Zaibatsu (includes WickedArms and Ketsurui Fleet Yards)
• PNUgen Corporation (Certain models only)

While any capable geneticist could produce a cat-eared girl, the DNA for actually making an NH-series Nekovalkyrja is a guarded, proprietory technology.

Okay. First, I'll go see if I can get Tsuki upgraded to an NH-22. Then, who knows?

Er, the the NH-22C was replaced by the Yamataian species, so you'd want to go for that, I think. She could be an NH-17R bought from PNUgen/WickedArms, also.
