Yes, it can be used by both armored and unarmored personnel.

This is made clear in the end portion of the 'About' section. Furthermore, it is not exactly an accurate assessment to make a firm 'Power armor' or 'Infantry' assessment of Matriarchy assets, due to the availability of the 'Wind' type power-suit, which falls into the niche between basic infantry and power armor. However, such strength augmentation is not required to fire the weapon, considering the recoil which meets the shoulder is within acceptable limits.
