Notes: I was talking about the idea with Wes of being able to fast-track non-player-enemies to make GM's lives a little easier and add some flavour to players lives. He's done this himself (setting manager privileges) with a lot of NMX gear so I thought I'd come up with a middle-ground that requires a bit more detail but not the huge amounts needed to complete a player-usable weapon or unit.
The article is up for change and make whatever suggestions you feel are necessary.
