Approved Submission Nepleslian Reds' Governance Article

Since there is little information about the Reds beyond "Green see Red. Green smash Red!", I figured I would start filling in for the Reds based on what seems to make sense based on how they were portrayed in the past. This is my best effort on how I think the Reds governed themselves in the past, plus how they are doing it now.
