Notes:

This technology is to be used for more character specific items (such as items created BY a character, for that character) or for privately owned vehicles and the like.

It's also to be used for help safe-guarding facilities for internal threats, such as the terrorist group that plagues the faction. However, as mentioned in the article, while this kind of technology is rather counterfiet resistant (like the real world tech) it 'can' be broken with determination.
 
Overall this is a good submission, but there are a couple of details that are needed.

1) Who can install or set the lock. Is it something the user can do, or do they have to be done by a trained technician.

2) How does the unit scan the user's DNA, does it take a DNA sample? Also in the case of a weapon does that mean the person must have their hand bare?
 
1. For the most part the scanner can be installed by any person, but configuring it must be done by a trained technician.

2. A DNA sample is needed, and the scanner can function even if the person is wearing a glove because it'll scan through the glove using a sensor.
