Things seem to be in order from my perspective.
Some minor concerns, if I had to say something, would be:
He started military service in YE29, during Nepleslia's independence, and achieved a sizable rank in what isn't really that huge an amount of time.
Also, he has no age, nor does he have a history before joining the military. Was this intentional for the sake of your plot? If so, it's fine, otherwise some measurement of his qualifications via age/experience would be nice, although for a GM NPC, ultimately unnecessary if the GM deems it so.
