Approved Character (NPC) Flinz Gikane

An NPC I created for the 21st, approved by Nash and created for use in Elisto's side story. The way I've written this NPC up, means that he could potentially be used even outside the 21st plot for other reasons, being that he's a criminal who just escaped from prison.
