Looking for a new head of Personnel Management. This person would issue orders and do research on characters in the Star Army. Please let me know if you'd like to volunteer.
 
Alright, I need you to do two main things for me:

1. Create an NPC to be in SAPM. I'm thinking he/she would be Chujo Minori's assistant for now.

2. Go to the various plot ships and create for me a list of all active characters in the SAoY by fleet and rank.
