What are they really for, and can I skip this stage to join a plotship?

Orders are posted by the GM which basically means you have been accepted in the plot.

To get orders, you have to request them.

An orders thread is basically a tracker for your character's military career, to include records of all transfers, promotions, and medals. Requests for orders are used because when multiple plot ships are open it may be uncertain what ship you're going to and putting a request that shows your preference helps GMs get you in one you want.

Understood, when can I expect to receive a reply?

Moonman or another GM will reply to your orders request as soon as possible. Since you already know where you're going you should post in the plot's OOC thread and figure out how best to have your character make his entrance in the in-character thread. Star Army is a dangerous universe; stay sharp and have fun! Hopefully can provide years of entertainment to you.

The Cirrus plot is currently experiencing significant slowdown due to IRL issues with several players and the GM. Additionally, we are in the middle of a story...it is possible to slip your character in (it'll be Moon's call, though), but it may be a while.

Would it be advisable to choose another plot?

It's up to you. There's nothing to say you can't switch plots later, so you could join one that's not having trouble, and switch over to Cirrus after they're back up to speed. Fair warning though; Plots tend to grow on you!
