With Origin Security we had this subject come up about a Civilian organization having a paramilitary organization for protecting its assets.
However, the following statement says that these are not for Pan-Union protection exclusively.
That being said, since the Gar do not have the equivalent of Military Centralization Act of YE 28 like Yamatai, that's fine.
However, any warships belonging to this must be counted against the factions limit.
