Proposal 3: Freedom Ensurance Act (The beginning!)

Ioannes Calero pulled the cigar from his mouth, exhaling a cloud of thick, aromatic smoke into the clean air above his priceless stained wooden desk. He didn't pull his attention from the two large vidscreens hovering ten feet in front of said desk to watch it dissipate from view thanks to the climate control vents located discreetly throughout the ornate room. The Senator watched the screens broadcast the top stories of the day, most notably Operation: CB. Calero smiled at this, before forming his mouth to release a small series of smoke rings.

Suddenly, a beep sounded from the secure computer located in his desk. Ioannes eyed it. With a wave of his hand, he muted the viewscreens and sent them away into the recesses of the walls. He tapped the surface of his desk, bringing the digital keyboard to life, and the holographic screen into view. On it was a message from the Premier himself, sent all the way from the Jiyuu cluster.

Ioannes clicked open the message. He read it. Then re-read it.

"Well fuck me. And here I was thinking it would be good to have a day off." Calero sighed, then fingered the button on his desk to open the omni-active comm lines to his closest aides, to whom he recorded a simple message.

"Get over here. We got some work to do."

[OOC] Alright, so, our Glorious Leader sent a message over to Nep saying that we need to do some military build-up. I just put this here as a placeholder, and I'll have the legislation itself up within several days. [/OOC]
 
Senator Ioannes Calero submits this bill for Senate consideration. It was commissioned by the Premier and has the support of military leaders and 3/4 of the Rok'Veru Planetary House. The Senator encourages additions and amendments from his peers of the Nepleslian Senate.

Gentlemen, I believe it is time for action.

I vote to approve this document. We must prepare for the future or there will be none to be had.

With unanimous support, this document passes into Nepleslian law. Modifications can be made to this document with a majority vote, once a new session is opened.

It is our responsibility to begin immediate implication of this document. We cannot afford to have our military weakened.
