When we create a family for our character, say like a brother or something like that, does the person that own the character play the family as well?

Usually, yes, since only the creator of the family really knows how they would act.
Although it is discouraged for new players and non-GMs to control multiple characters at once. But if you're writing a short-story with your own characters interacting with one-another, it's usually alright to do so within reason.
