I am wondering why do I need to upload a picture to the Image Board individually whereas other forums like this picture shows:

Its ok as long the picture is shown. When will you go to the new imageboard script?

It's likely that we won't (though that's not exactly definite). Imageboard scripts for a site like this one are better off being small and not bandwidth hogs. The net doesn't pay for itself yanno.
