Although we were very apprehensive about putting a revive function for Nepleslia, the Nepleslian GMs added one in to give players the safety net they felt was necessary. At the time, things between factions were tense and people felt better with that safety net. Personally, I feel it cheapens death, which is why we put a lot of limitations on it, both ICly and OOCly.
Nepleslian 'respawns' consist of little devices in a soldiers brain that takes a sort of digital photograph of the brain and its functions. Reviving requires the device primarily, but having the brain intact helps a great deal, as these digital pictures can never really be 100% accurate when replicated. Hence why the MEC unit is present in most Nepleslian powered armor; it's a greater chance of proper reimplementation.
Limitations of our technology are that if the brain and device are destroyed, it's impossible to make a proper revival. The device is required to stay attached to the brain at all times to be properly updated every second of its service, and it cannot send the information, only store. Another limitation that we impose is because of the expense of procedures to revive a functioning brain, even if one dies and both the device and the brain are intact, there's no guarantee that the military will give you a free life, and the fees are well out of your average payroll.
Only exceptional cases, such as high-ranking officials or VIPs are subject to this treatment with favorable odds. Regular soldiers who have died are out of luck, unless they have something that merits a revive.
