[Resubmit] Plasma Lance Rifle

- Added art

- Removed continuous beam feature. It could fire a beam up to 20 seconds, followed by a cool-down period of 2x firing length.

- Removed fusion cutter/melee capability. Made no sense for a power armoured marksman rifle.

- Muzzle velocity reduced from .8c to 400 metres per second.

- Changed firing mode from continuous beam to semi-automatic, one shot per second.

- Changed damage from old system to new.

- Added laser targeting features similar to that on the Light Plasma Autocannon
