Star Army Infantry has always been an ambiguous term between those that are ship-borne and those who are not. It has created an interesting situation with significant marine type forces remaining within the Uchuugun after the formation of the Rikugun. For example, Fifth Fleet is an Assault Fleet with an Rikugun Army strength element. I do not desire to battle with the other half of the Star Army when they are better suited for the task at hand.
Given the lack of Kagai Assault Ships to reasonably maneuver the Rikugun around to perform ground offensives (the Rikugun had issues just deploying to Ukmirt), my reforms have been largely of a defensive nature. Spread out over the empire, they will be better positioned for defensive actions in the future.
As I do not wish to strain the production capabilities of the SAoY to include unnecessary Rikugun units, I propose the following:

- Rikugun designated as a defensive planetary element of the Star Army of Yamatai.
- Conversion of three Area Armies into offensive Marine elements. The First Expeditionary Area Army will serve as the template for the 2nd and 3rd Expeditionary Area Army. Any offensive units outside of these three shall be disbanded or transferred to the Uchuugun for retraining to their standards.
- Creation of a Regiment (2500 women) sized element Assault Ship to lessen the burden on our Kagai crews.
- Creation of defensive specialists to replace the disbanded Giretsu. The Giretsu might have a rebirth with the Expeditionary Area Armies, but I believe they are an unneeded element with another element type in development.
