Based on the real-life USMC Marines University, wanted something more than just a Rikugun version of the Kyoto War College. I think it will be pivotal to giving the Rikugun more of its own identity other than "those boots we carry around and dump on planets".

I have a minor change to suggest: To reduce confusion with electronic warfare, we might want to change all use of EWAR for Expeditionary Warfare to XWAR instead.
