Based on the real-life USMC Marines University, wanted something more than just a Rikugun version of the Kyoto War College. I think it will be pivotal to giving the Rikugun more of its own identity other than "those boots we carry around and dump on planets".

I really, really like this! Thank you so much for creating this, Demibear! The quality of the submission is top-notch and adds to the universe in a useful way and uses the newer fleshed-out place template as well. Submission Approved with love.

I have a minor change to suggest: To reduce confusion with electronic warfare, we might want to change all use of EWAR for Expeditionary Warfare to XWAR instead.
