Notes: Just a tech article for something that actually already exists irl. I haven't noticed its use like this in other factions, and I think it'll help to show the progress the Gartagens are making in their way of life -- Poor Ghetto-Gart comes into a new home with windows that interact with it AND protect it from sand/wind/noise? Hell yes.

Might need tweakage; lemme know.
