Speed Ratings: Where are they? What are they?

I can't seem to find the pages for the speed rating adjustments. Can anyone help me with a link or a recap of the results? (For clarification, I know the definition of "speed rating", I just don't know what the rating system consists of.)

EDIT: Nevermind. I'm not used to having guides for these things, but I stumbled on it while trying to find the page on the wiki.

EDIT 2: Alright, I found the speeds, but some of the Distortion Folding ones are odd.

1 Standard Warships - 17812.5c (2 ly/h)
2 Star Fortresses - 3442.875c (9.5 ly/h)
3 Scouts and Fast Escorts - 18737.325c (2.13 ly/h)
4 Fast Crusiers - 21,915c (2.5 ly/h)
5 Cargo and Service Ships - 11875c (1.35 ly/h)
6 Shuttles & Fighters - 4750c (0.54 ly/h)
7 Power Armor - 2375c (0.27 ly/h)

How does a Standard Warship that goes 17,812.5c and a Scout that goes 18,737.325c (commas added for clarity) go fewer ly/h (2 and 2.13) than a Starbase that goes 3442.875c (9.5!)?

Format error?
 
Not what I meant. Look at the numbers:

The ships are going at speeds that have FIVE non-decimal digits in them. The starbase goes at a speed that has FOUR.

Something is screwy either with the math or the formatting. Not the logistics.
