Laz Public Network Tsubomi Tech Bid Number 1: We need hovercars/wagons!

Tsubomi City is largely complete, but is in need of various elements to support its infrastructure in the long run. Because of this, Tsubomi seeks designs for various projects, in exchange for paying the lowest bid we feel meets our requirements adequately. Tsubomi reserves the right to decline all bids if they are too high. Some will be bids for licensing, others may be contracts for a specific number of items.


Item 1: Hovercar/Hoverwagon

Tsubomi requires a hovercar for its local government and transportation to standardize upon. The lowest bid would grant us a permanent license to construct these vehicles and sell/appropriate them within the city limits, while maintaining for the designer the right to produce and market these vehicles outside of the city.

Bids will be open for one week, and a prototype must be presented in one month's time by the winner or the runner up may be contacted. The city has various requirements for such a vehicle, such as the following:

* Safety - The safety of the passengers is paramount, since these will almost always transport children of various ages. This means the vehicle must be able to react quickly to changes in the situation, stop swiftly and in a short distance, adjust its altitude swiftly, and sacrifice itself if needed to cause as little injury to the students inside as possible.

* Simplicity and Reliability - The vehicle should be easy to fix and maintain, with little cost to the end user. These vehicles may often be used by children with an automatic pilot, and must be reliable. They should also be fairly long-lived.

* Power Requirements - 150 kph on road/300 kph at high altitude are the target speeds. An Aether Generator or reliable energy cell should be utilized, with a significant range and runtime if the latter. The craft should have enough lift to carry the vehicle, four occupants, and/or packages and groceries plus tolerances.

* Materials - Materials should be durable, but should not be a drain on military-used materials to excess. They should also be low cost, and generally last for an extended period of time. They should be efficiently used, the efficiency and simplicity of the design superseding appearance in importance. Plastics and Ceramics may be used in lieu of metal content, but not to the point where structural integrity and safety suffer. Yellow paint for taxis and white paint for mail vehicles should adhere, as should various paint schemes for personal vehicles.

* Guidance System - The machine should both have a biometric ignition system available (programmed differently for taxis to help identify the person paying the fare), and the ability to pilot itself. It should be able to use its AI to drive on its own to locations and connect to Tsubomi to be better directed by traffic flow and emergency vehicles. Tsubomi's traffic system should maintain control of the system in the city limits, while AI or manual control can be used outside it. It should have PANTHEON access for this functionality.

* Body - The basic body should be a car body with adjustable seats and safety belts intended for various ages of children. The rear seats should be able to completely fold up or be removed for storage of items. A second body geared for light transport and package delivery for our mail service should exist on a station wagon-type platform based on the car body.
