What Neko's can be played outside of Star Army?

I've seen Neko's act as space pirates and bounty hunters, I understand the most advanced models are off limits, but are any others off limits as well? Or can certain Neko's only act as NPC's?

The only open Neko would be the NH-29 basic. You would probably have to clear any other model with Wes, especially the more powerful ones.
