A minor update that reflects what I recall @Wes saying in chat and elsewhere on the forums.

I think I recall Wes having decided to downgrade torpedo speeds - his chosen number was 12c - but it only applied to KFY hardware. As KFY stuff is the best stuff, it stands to reason that 12c is the max speed.

I figure this just officiates it in a different location.
