My dear friend,

This was submitted as a suggestion to me months ago by a member of our military. I cannot influence what happens with you and the others as we strive for our independence here. But I have attached the original conversation for you to consider for the rights of Yamatai's citizens. There is still much work to be done to the proposal but I feel that it has a fairly good groundwork. I'll be modifying a version of this for the UOC.
