I'm guessing it's not unlike modern Earth. While countries can hear bits about one another on global news or textbooks, not every country bothers to directly establish diplomatic relations with one another; there are 190+ countries recognized by the UN, and that can mean a lot of embassies to build! Smaller less influential nations generally keep relations purely to the immediate region, save for the occasional international venture through some larger proxy (such as a big superpower nation funding you, economic development treaties, and so on).
Until one nation shows interest in another for whatever reason, be it cultural exchange, research, or trade, it seems that there is no reason to directly interact with one another. Singapore would likely have little interest on what goes on in Saudi Arabia, for example, or Chile have little care for Cyprus, unless one happened to be offering something the other needed and couldn't obtain easily elsewhere.
