Submitting a joint venture to develop/"colonize" the Fujiko Region. Since the Empire has a kind of hands off approach to the region, also serves as a de-facto government for the time being. Tried to model it a bit after the East India Company for deep frontier shenanigans, but there isn't all that much information on how it was organized beyond private armies.
