Approved Submission [Horizon] Personnel Structure Update

So hopefully this will be a very straightforward submission, it's just a new page I've put together which better details the personnel structure of horizon and includes a little bit of helpful info for if anyone ever decided they wanted to make a character who was employed by them.

Also I just noticed I hadn't made this in the WIP space when i started it a while ago, I suspect past me thought since it's not some groundbreaking article it didn't really need to go there so apologies
