Is the shape-shifting an instantaneous thing, or does it take a long time? DNA resequencing does seem like an interesting ability to 'cheat' evolution, thus making them useful to the Ligveru, but I'm not so sure that it makes sense without having to 'grow' out of the old cells. Perhaps there is another explanation if you wanted it to be faster, though personally I think having it take a week would be an interesting angle...

Then again, I also adore the non-human-ness of the 'dragon' form in that first artwork. They're like a happy little lizard dog or something.
